A New Chapter in India-Maldives Ties: Modi and Muizzu Reset the Relationship

In a move signaling a major diplomatic turnaround, Indian Prime Minister Narendra Modi’s recent visit to the Maldives has laid the groundwork for a renewed and strengthened relationship between the two nations. The visit comes after months of strained ties, largely due to a shift in the Maldives’ foreign policy direction under President Mohamed Muizzu, who came to power in 2023 with a strong nationalist stance and a campaign that prominently featured calls for the removal of Indian military personnel.

However, during the two-day state visit, both leaders made clear gestures that suggest a reset is firmly underway. Modi, attending the Maldives’ 60th Independence Day celebrations as the guest of honour, emphasized India’s commitment to a "strong, time-tested" friendship with the island nation. The visit was filled with symbolic and substantive gestures, from high-level meetings with leaders across Maldivian politics to the joint inauguration of new infrastructure projects, including a new building for the Maldives’ Ministry of Defence.

President Muizzu, in a carefully worded address, reaffirmed his country’s sovereignty and the commitment to defending "every square inch" of Maldivian territory. At the same time, he acknowledged the reality that the Maldives, like many small nations, depends on external partners for technical expertise and critical resources. His comments subtly recognized the strategic importance of India as a partner without compromising on national pride—a balance that appears to be the new tone of the bilateral relationship.

The optics and messages from the state visit show a clear effort from both sides to move past recent tensions. The signing of multiple agreements and memorandums of understanding during the visit reflects a growing willingness to cooperate across sectors—defence, infrastructure, and more.

Perhaps most telling was Muizzu’s speech at the state banquet hosted in Modi’s honour. He called India the Maldives’ “closest and most trusted partner” and referred to the 60th anniversary of diplomatic ties as a major milestone. It was a candid acknowledgment of the enduring nature of the India-Maldives relationship, regardless of political shifts or campaign rhetoric.

There’s also been a notable shift in the domestic political landscape within the Maldives regarding India. Key opposition figures who previously worked closely with New Delhi welcomed the thaw in relations. They noted that while leadership may change, the Maldivian people’s appreciation of India’s support remains consistent.

According to insiders familiar with the diplomatic backchannel efforts, President Muizzu’s change in tone comes from a growing realization that regional stability, development, and economic recovery are tightly linked to good relations with India. As one senior political figure put it, “India’s broad shoulders and thick skin helped make this reset possible.”

With both nations now seemingly aligned on shared goals, the visit may very well mark the beginning of a new, pragmatic, and forward-looking chapter. Time will tell how deep the reset goes, but for now, the signals are clear—India and the Maldives are back on a cooperative path.
